US is requiring more access to Indian dairy and agriculture. These section mostly consists of individuals/family to small businesses and are small scale (1-5 acres and less than 10 cattle) operation unlike US where the operations are on a very large scale. This large scale operations In US, means more automation, which brings the cost of goods down.

In India, more than 55% of people employed in agriculture and dairy sector compared to 10% (direct and indirect) of US. Also, India cannot match the subsidies provided per farmer in US. 

Also there is not of apprehension regarding GBF both by the administration and the public.

Opening up both agriculture and dairy will disastrous for Indian economy and will devastate both the agriculture and dairy sector.
